In 1996 the University of North Carolina at Charlotte Urban Institute undertook a survey of Charlotte's housing conditions for the City of Charlotte Neighborhood Development Key Business. This survey was the latest component of a longer term effort by the City to monitor housing conditions and reduce the amount of substandard housing in Charlotte. Following earlier research designs, the study was built around a stratified windshield survey of 5,064 residential structures located throughout the city. Each housing unit in the survey was systematically evaluated for exterior evidence of structural problems. In tum, the surveyed houses were classified as satisfactory, deteriorated or dilapidated based upon physical characteristics. The survey sample encompassed 2.5 percent of all Charlotte housing units. The primary goals of the survey were to assess the condition of the existing housing stock in the city and evaluate the short-term and long-term changes in housing conditions.
