In the summer of 1993, the Urban Institute of the University of North Carolina at Charlotte undertook a survey of Charlotte's housing conditions for the Community Development Department. This survey was the latest component of a longer term effort to monitor housing conditions and reduce the amount of substandard housing in Charlotte to one percent of the residential structures within the city boundaries. The primary goals of this project were to assess the condition of the existing housing stock in the city and evaluate the change in housing conditions since 1987.
