In April 2007, Robert Charles Lesser & Co., LLC (RCLCO) was retained by the City of Charlotte’s Neighborhood Development Department to update an assessment of the net affordable rental housing needs in Mecklenburg County, North Carolina. The purpose of this assessment was to assist the City of Charlotte in preparing a five-year Housing and Community Development Plan for the U.S. Department of Housing and Urban Development and assist the City’s Housing Trust Fund Advisory Board in making trust fund allocation recommendations to City Council.
